CAT notice to BSNL chairman over staffers’ plea

The Central Administrative Tribunal on Wednesday issued notice to chairman and managing director of BSNL, New Delhi, on an application filed by eight employees of BSNL seeking cancellation of exam for promotion to the post of junior telecom officer as the earlier selection process for panel year 2013-14 has not been finalised.

With the start of the second process for panel promotion for 2014-15 and juniors will get promoted owing to 19 posts. The tribunal has directed the department to allow them to appear in an exam fixed for September 24 provisionally on making of representation and issued a notice for September 26.
The application was filed against a memo issued on June 15 this year by respondent AGM BSNL, New Delhi, wherein directions for holding Limited Internal Competitive Examination (LICE) were given.
The said exam was to be held for promotion to grade of junior telecom officer in BSNL for the vacancy year 2014-15 without finalising the earlier selection process.
The earlier selection process was initiated with notification dated February 4 this year for 363 posts of JTO, which have further been bifurcated into various sub-categories. The applicants also sought for issuance of direction to the respondents to finalise and declare result of the LICE for promotion to the Grade of Junior Telecom Officer (Telecom) which was held on May 22 in pursuant to notification issued on February 4.

The applicants Harjot Rikki, 34, Bikramjit Singh, Kulveer Chand, Jasvinder Singh, Beant Singh, Amandeep Singh, Harpreet Singh, Sukhwinder Singh and Jasbir Singh, all working as JEs.
